High schools in Tokyo to set own vacations
Some Tokyo public high schools will be allowed to decide the timing and duration of their vacations, the Tokyo metropolitan government's board of education said Thursday.
The board will start a pilot program with a limited number of schools next academic year. If the board judges the system helps the schools from the standpoint of their curriculums, it will expand the program to cover more schools, officials said.
By setting vacations based on educational goals at each school, the board hopes to promote the reform of high schools run by the metropolitan government.
Currently, vacations between the three terms at public schools are set by prefectural and municipal boards of education. In the case of Tokyo public high schools, there are 66 vacation days during the academic year. The summer vacation is from July 21 to Aug. 31, the winter vacation from Dec. 26 to Jan. 7 and the spring break from March 26 to April 5.
Under the new system, principals will be able to set vacations that vary from this rule. Vacations at designated schools may be longer, shorter, earlier or later than usual.
By shortening summer and winter vacations, schools may be able to plan curriculums that better suit their students, the sources said. They will be able to schedule class hours for out-of-classroom studies and volunteer activities and special sessions for basic studies. Schools also may allot time to prepare for annual school festivals.
Instead of holding mandatory classes throughout the school day, designated schools may have the option of holding extra classes in the afternoon.
In addition, schools that are part of the program may invite teachers from other schools to give lessons while the other schools are on vacation. Students may be allowed to audit classes at other schools.
It is possible that the new system will work in favor of schools that have implemented a two-semester system. Currently, such schools take summer vacations in the middle of the first semester and then recess between semesters. Under the new system, such schools will be able to reduce their summer vacation and allot the spare days to the recess without cutting total class hours.
The board will ask schools if they would like to take part in the new system and will designate about 15 schools by the end of the academic year.

Schools may cut holidays
Flexible spring and summer vacations already are spreading at schools around the nation.
In Tochigi Prefecture, principals of prefectural schools were this year allowed to make changes to the composition of the annual 69 days off to create diversity among schools. Out of 68 schools, 12 reduced vacation periods by up to seven days, and seven others scheduled vacations earlier or later than usual.
In Fukushima Prefecture, schools were this year allowed to cut the total number of vacation days. As a result, part of what was the summer vacation is now spent on classes and work experience. _________________ Michael_Voyageur
